Grounds Maintenance contract

The contract is for grounds maintenance at Totnes Cemetery, Plymouth Road, Totnes and Castle Meadow, Totnes.

The specification and supporting maps for the contract are attached.

Both sites are open to the public so we recommend you carry out visits to assess the work required.

The contract will commence on the 1st April 2025 and run until the 31st March 2027. If the Council and contractor are both satisfied with the arrangements it is proposed that the contract will continue year on year dependent on the level of any price increases and with a re-tendering exercise every 5 years.

We have confirmed with our current provider that the matter of TUPE does not apply in relation to this contract.

The tender process will close at midnight on Sunday 24th November 2024 and submissions will be opened on the Monday 25th November 2024.The decision on the successful tender will be made by the Full Council on Monday 2nd December 2024.

UPDATE – Following questions received following site visits we would like to clarify the following points:

Cemetery: Grass – there is no requirement to removal of shorter grass clippings if a mulching attachment is used. Removal of the longer strimmed grass over graves should be removed. Shrubs – some shrubs have got very tall but the bases up to 6-8ft are currently maintained. We suggest that the tender quotes for routine trimming work. A separate quote for a one off the first height cut to lower the height of the shrubs to return them to a manageable state would be useful.

Castle Meadow: This area is due its annual hedge cut in the coming weeks and therefore will be in a state to trim up at the end of the next growing season.
